NICDC, in association with the Ministry of Textiles, Government of India, conducted a Master Developer Market Sounding Exercise for PM MITRA parks under the DBFOT (PPP) model, engaging developers and industry stakeholders to shape a market-aligned and implementation-ready framework.
The consultation covered three proposed Greenfield parks at #Lucknow (Uttar Pradesh), #Kalaburagi (Karnataka) and #Navsari (Gujarat), focusing on refining project structuring and ensuring timely execution. Anchored in Hon’ble PM’s 5F Vision, PM MITRA aims to build globally competitive, integrated textile ecosystems with plug-and-play infrastructure, logistics and social amenities.
The session witnessed strong participation from domestic and international master developers, with discussions on utilities planning, #CETP & #ZLD integration, modular development, and enabling ecosystems for MSMEs and anchor units.

Hon’ble Minister of Textiles, chaired a review meeting on the implementation of the PM MITRA parks on 04-12-2025, assessing progress and upcoming milestones with senior officials.
Following brief on the PM MITRA parks progress were presented:
- External infra works of ₹1,862.24 Cr approved; ₹564.72 Cr spent so far
- 1,360 acres of land allotted
- Investment interest grounded: ₹42,491 Cr
- Internal infra works worth ₹1,444.50 Cr underway
- DPRs finalised with global standards & Industry 4.0 features
- ₹160 Cr DCS grant released to States from MoT, Govt. of India.
- Key PPP documents (DPR, DCA, RFP) vetted & submitted to PPPAC, DEA for appraisal for selection of Master Developers for PM MITRA parks (Gujarat, Karnataka, UP)
- NPG appraisal completed for TN & MP; others progressing
- Land allotment applications live for Dhar (MP); EOIs invited for TN & Maharashtra
- Foundation Stone laid for PM MITRA park, Madhya Pradesh
The Hon'ble Minister expressed satisfaction with the implementation pace and appreciated the coordinated efforts of the Ministry and State Governments. He encouraged all stakeholders to maintain this momentum to ensure the timely development of world-class PM MITRA parks.
